You go to upload.php and select a file to upload and a person to send a download link to.
The purpose would be if you would like to send someone a file that will be held on a webserver with a special unique link that once clicked allows them to download the file and then deletes the file from the server.
This also makes it so you don't have to open a special download directory and is a much more secure method of sending someone a file on a webserver without worrying if someone else will be able to download it.
